This appeared a few years ago on my evergreen euonymus hedge and last year was overwhelming. It's a recent non native pest. It can strip entire bushes, then go make tan cocoons in all the nooks and crannies around then emerge in fall as moths all over the place. See this link for great photos to ID it. I seem to have controlled it this year with Bt.
October 30- adults have emerged and are swarming all over the hedge to lay eggs
